Nassau is where Long Island's permitting gets complicated. Three towns — Hempstead, North Hempstead and Oyster Bay — cover most of the county, but they are punctuated by two cities and dozens of incorporated villages, each with its own building department, its own setback rules and its own idea of a reasonable review time.

Garden City and Rockville Centre run their own departments and their own design expectations. Rockville Centre and Freeport own their electric utilities, which changes how a service upgrade is scheduled. Great Neck is nine jurisdictions on one peninsula. Long Beach is a barrier island city where every project starts at the flood elevation.

South of Sunrise Highway, from Long Beach through Merrick, Bellmore, Wantagh and Massapequa, the governing question on most renovations is the fifty-percent substantial-improvement threshold. North of it, the questions are ordinary suburban ones. Same county, entirely different jobs.
